Somebody was saying on the radio the other day that Berger was probably trying to destroy handwritten notes on the documents; that's why he only destroyed three of the five copies.
Probably trying to protect Big Bill from the blowback from some asinine decision. Hell, maybe he'd been doodling large-breasted women while he received his security briefing that morning.
